Large custom cursor causes chrome visual glitch on hover

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Go to this page http://www.ivank.net/veci/cursors.html
2. Hover on/off the 128 cursor 
3. Glitching occurs

What is the expected behavior?
Cursor should change with no glitch.

What went wrong?
Chrome flashes and moves browser UI to the right and back.

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 58.0.3029.110  Channel: stable
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 25.0 r0

Tested the issue on chrome Stable #58.0.3029.110, Canary 60.0.3105.0 in Mac 10.12.4 and was able to reproduce the issue.

This is a Non-Regression issue since seeing this from M35 #35.0.1898.0, Making the status to Untriaged so that the issue would get addressed.

Note : Able to reproduce the issue in Win 10.0 and Linux Ubuntu 14.04.

I can't reproduce this anywhere (Win 10, MacOS 10.12 Retina, Linux).

rbasuvula@, did you see the same thing as the video from the user?

More info:

Seems to only affect retina displays? also I'm on El Capitan.
