Audits panel audits the URL without the hash

Repro:
1) visit a URL with a hash (https://react-hn.appspot.com/#/?_k=tabqbg)
2) start an audit
3) observe that the URL navigated is https://react-hn.appspot.com not https://react-hn.appspot.com/#/?_k=tabqbg
