External monitor display starts flickering when notification center with ARC notifications is opened

Platform	9563.0.0 (Official Build) dev-channel kevin

What steps will reproduce the problem?
1. Connect chromebook to external monitor
2. Get any ARC notification
3. Move cursor to external monitor and open notification center

What happens ?
External monitor display starts flickering.

Issue also seen on M59 9460.42.0, 59.0.3071.57

It looks the external monitor issue of ARC WM ( Issue 709105 ).

Flickering itself is fixed.

Multi-monitor support will be done in Issue 715370.
