Tabstrip doesn't always repaint correctly

Issue description

Chrome Version: (copy from chrome://version)
60.0.3104.0

OS: (e.g. Win7, OSX 10.9.5, etc...)

Win7

I noticed this after restarting from a previous canary to latest.

What steps will reproduce the problem?
(1) Have a number of tabs in the tabstrip
(2) move mouse around tabstrip
(3) notice tabstrip doesn't repeat correctly, by which I mean some tabs don't render and the background shows through

In the attached screenshot I moved the mouse over the active tab, which resulted in the artifacts.

What happens instead?

No artifacts.

I don't see any recent changes to the tab painting code or views painting in general in the past couple of days. enne landed a change here: https://chromium-review.googlesource.com/c/498855/ but I'm not sure that is it.
Adding enne@ and Dana incase they have ideas.
