Issue descriptionChrome Version: 60.0.3104.0 (Official Build) a64d3f2e11c37e5c017c4ae5cceb10b8144eaf0f-refs/heads/master@{#473014}-32/64 bit OS: Windows 10 Steps: 1. Launch Chrome and navigate to chrome://welcome-win10 2. Click on 'Open Windows Settings' link and then close the setting window 3. Now right click on tab strip,move mouse over context menu and observe Actual: Context menu options flickers after moving mouse on it Expected: Context menu options should not flicker after moving mouse on it This is a non-regression issue seen from M-56, since chrome://welcome-win10 link was introduced in 56.0.2902.0 Note: This is Windows 10 OS specific issue, not seen on Mac, Linux and Windows-7/8

Wait, are you sure this issue is present in previous versions? This looks a lot like bug 724367 .

With response to comment #3, above issue is reproducible after clicking on 'Open Windows Settings' link which was introduced in M-56 (56.0.2902.0)
