Regression:Black patch appears momentarily while launching guest user.

Chrome Version: 60.0.3104.0 (Official Build)Revision a64d3f2e11c37e5c017c4ae5cceb10b8144eaf0f-refs/heads/master@{#473014} 64-bit.
OS:Mac (10.11.6, 10.12.3)

What steps will reproduce the problem?
(1)Freshly launch chrome browser click on avatar icon.
(2)Click on 'Guest' option and observe the window.

Actual: Black patch appears while launching guest user. 

Expected: No such black patch should be seen while launching guest user.

This is a regression issue broken in 'M60' and below is the manual regression range
Good Build: 60.0.3093.0 
Bad Build:  60.0.3095.5 

Note: Issue not seen on Win & Linux OS.

Not sure if this is the correct behavior or not. It's part of the ambiguity in  issue 719236 . Marking as duplicate of that.
