Regression: Text appears broken for 'On Startup' option on chrome://settings.

Chrome Version: 60.0.3104.0 (Official Build) (cohort: Stable)a64d3f2e11c37e5c017c4ae5cceb10b8144eaf0f-refs/heads/master@{#473014}(32/64-bit).

OS: Windows(7,8,8.1).

Steps to reproduce:
1.Launch Chrome, go to chrome://settings, change browser language to 'Kannada' from chrome://settings/languages.
2.Relaunch chrome, go to chrome://settings, Click on Setting paper-icon button on top LHS and observe 'On Startup' Option.

Actual Result: 'On Startup' menu option text appears broken.
Expected Result: Text should appear in one single line.

This is Regression issue broken in M-57,  will soon update other info.

Manual Bisect:
Good Build: 57.0.2939.0 
Bad Build: 57.0.2940.0  

Note: Issue is not seen on Win 10, MAC and LINUX OS.

Able to reproduce this issue on windows 7 with Chrome stable version-58.0.3029.110 and Canary-60.0.3104.0.
Manual Bisect:

Good Build: 57.0.2939.0 -Revision- 435817
Bad Build: 57.0.2940.0 -Revision- 436137

You are probably looking for a change made after 435965 (known good), but no later than 435966 (first known bad).

MD Settings: Remove break-word rule from settings menu.

German long word is now gone. Removing the break-word rule that causes
funky behavior in the Kannada language.
