Regression: Unable to type anything in search box after restarting the browser even when cursor is present

Issue description

Chrome Version: 60.0.3104.0 (Official Build) a64d3f2e11c37e5c017c4ae5cceb10b8144eaf0f-refs/heads/master@{#473014}-32/64 bit
OS: Windows (7,8,8.1,10)

Steps:
1. Launch Chrome and navigate to chrome://md-settings
2. Restart the browsing typing chrome://restart in omnibox
3. Now hit any letter from keyboard and observe  

Actual: Unable to type anything in search box after restarting the browser even when cursor is present 

Expected: Should be able to type anything in search box after restarting the browser when cursor is present 

This is a regression issue broken in ‘M-55’, below is bisect info.

Good build : 55.0.2844.0
Bad build : 55.0.2846.0

Note: This is Windows OS specific issue, not seen on Mac and Linux OS

Tested on Chrome Stable #59.0.3071.115 & Canary #61.0.3144.0 and able to reproduce the issue on Windows 10 - HP Desktop machine. Attached is the screencast for the reference. However, by following the same steps it is not reproduced on Windows 10 - Dell laptop.

Changing the status to Untriaged.
