#enable-display-list-2d-canvas activated (default) causes google maps api js canvas glitches

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. PC memory usage high 
2. #enable-display-list-2d-canvas activated
3. Google Maps JS API - Canvas using overlays (nite overlay for example)

What is the expected behavior?
It works ok for the last two years. Tested in multiple computers.

What went wrong?
Since 58.x update, tested in multiple computers, sometimes google maps looks like this:

If I disable #enable-display-list-2d-canvas in chrome://flags it works well, and if i put back activated it's broke again

What is the URL or setting fir reproducing this problem?
I can't reproduce it always, i think it's when my memory usage is high (i don't understand much about hardware/gpu) but i have many people saying that it's happening the same when they updated to 58.x and some of then have new PC.

I was unable to repro on my workstation and on my laptop.

Requesting assistance from test engineer: Please confirm this bug. Most likely you will need a low-spec Win10 machine.  Bisect would be helpful.  Thanks.

Able to reproduce the issue using latest Canary #61.0.3115.0 on Win 10.

Unable to provide the tool bisect as facing some issues with bisect script in my machine but able to reproduce the issue, and tried the same in my team members machine's too but facing the same issue.
