Regression : Grey focus stays on Avatar icon even after clicking anywhere else on the page.

Issue descriptionChrome Version : 60.0.3104.0 (Official Build) a64d3f2e11c37e5c017c4ae5cceb10b8144eaf0f-refs/heads/master@{#473014} 32/64 bit OS : Windows 10 What steps will reproduce the problem? 1. Launch chrome and right click on Avatar icon. 2. Move mouse somewhere else and observe the grey highlight on Avatar icon. Actual : Grey focus stays on Avatar icon even after clicking anywhere else on the page. Expected : Grey focus should vanish once user removes mouse pointer from Avatar icon. It seems like the bigger bug is that no profile bubble opened. Since it's windows specific, handing this off to pkasting for triage.

The right-click menu for the avatar button was removed recently, so that's not an issue. In stable too, right-clicking the avatar button does nothing. I'm guessing this has to do with the visual update, which emx@ is working on.

I hate to do this to Bret, but per jschuh/rpop/me, he's now the owner of all things avatar/profile button (whereas the profile team will still own the menu it opens). So I'm kicking this back to him. But it seems purely cosmetic and kinda rare, so P3.
