Issue descriptionChrome Version: 60.0.3104.0 (Official Build)a64d3f2e11c37e5c017c4ae5cceb10b8144eaf0f-refs/heads/master@{#473014} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS), Mac(10.11.6, 10.12.3). Steps: 1. Launch Chrome and open devtools on NTP, go to Audit section 2. Resize the browser window, and then click on element section 3. Observe near ':hov,.cls' under 'Style' Actual: Unnecessary padding is seen under ':hov,.cls,+' in 'Style' after resizing and maximizing browser window Expected:No padding should be seen under ':hov,.cls,+' in 'Style' after resizing and maximizing browser window This is a regression issue broken in ‘M-60’, below is bisect info. Good build : 60.0.3101.0 Bad build : 60.0.3102.0 Narrow bisect: https://chromium.googlesource.com/chromium/src/+log/f0a3d1dc467162b8c481fe146b86d9f938eedf20..68d14c041a06c7a9acca3ec3113ce36324371d13?pretty=fuller&n=100 Suspecting: r472187?
