OS: Windows (7,8,8.1,10),Linux (14.04 LTS), Mac(10.11.6, 10.12.3).

Steps:
1. Launch Chrome and open devtools on NTP, go to Audit section
2. Resize the browser window, and then click on element section
3. Observe near ':hov,.cls' under 'Style'

Actual: Unnecessary padding is seen under ':hov,.cls,+' in 'Style' after resizing and maximizing browser window

Expected:No padding should be seen under ':hov,.cls,+' in 'Style' after resizing and maximizing browser window

This is a regression issue broken in ‘M-60’, below is bisect info.

Good build : 60.0.3101.0 
Bad build : 60.0.3102.0
