Regression: [DevTools] Vertcal scroll bar gets hide under Manifest section.

Issue description

Chrome Version: 60.0.3104.0 (Official Build)a64d3f2e11c37e5c017c4ae5cceb10b8144eaf0f-refs/heads/master@{#473014} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1. Launch chrome, open 'DevTools' window and go to 'Application' section.
2. Resize the Manifest separator line to it's extreme right and observe the vertical scroll bar.

Vertical scroll bar disappears on resizing the separator line.
Vertical scroll bar should not disappear on resizing the separator line.

This is a regression issue, broken in M-58 series, below is manual regression range.

Good build: 58.0.3021.0 
Bad build: 58.0.3022.0
