Regression: Black patches are seen on tabstrip on ON/OFF of home button in settings

Issue description

Chrome Version:60.0.3104.0
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open any 2 tabs >> Open chrome://settings and ON/OFF "Show home button" from appearance section and observe tabstrip
(2)

Expected: All tabs should be seen clearly.
Actual: Instead black patches are seen on tabstrip.

This is a regression issue broken in M60. Will update windows behaviour soon.

Good Build: 60.0.3103.0
Bad Build: 60.0.3104.0

Able to reproduce this issue on Ubuntu 14.04 using chrome latest dev #60.0.3104.0. Unable to reproduce this issue on Mac OS 10.12.4.

Able to reproduce on Windows-10 using chrome latest dev #60.0.3104.0. Performed per revision bisect and providing bisect results below.
