What steps will reproduce the problem?
(1) Open any Android window.
(2) Press Alt+Shift+S to open status tray.
(3) Press tab key to move focus to settings icon in the tray.
(4) Press enter key to open the settings.
(5) Settings window is opened behind the Android window.

What is the expected result?
Settings window should be opened in front of the Android window.

What happens instead?
Settings window has opened behind the Android window.
