Remove Tab key select setting?

Proposal 1: remove this setting altogether. It's on by default. Is there a considerable amount of users who want this setting OFF? 

Proposal 2: shorten the string, 

"Pressing tab highlights links"

What metrics do we need to decide about #1?
#2 can already be implemented (but the change will not be in M59).

i think we'd need to know

a) how often this setting differs from it's registered default (or maybe how often there's explicit value set in the prefs, meaning a user actually changed the value themselves)
b) how often this value changes
