Headphone volume rise unexpectedly the first time changing volume on the headphone

Issue description

Chrome Version: (copy from chrome://version)60.0.3100.0
OS: (e.g. Win7, OSX 10.9.5, etc...) 9556.0.0 dev-channel eve test

What steps will reproduce the problem?
(1)Pair bluetooth headphone with eve
(2)Connect bluetooth headphone with eve, turn on music
(3)Change headphone volume with physical buttons on the headphone

What is the expected result?
Volume change smoothly.

What happens instead?
Volume suddenly went very loud. From the volume bar on the screen I can tell that the new volume level is a lot higher than before I pressed the volume change button on the headphone. When I push the physical button again, volume starts changing smoothly. 

This has happened with both Bose QC35 and Beats wireless.
