Overview mode looks strange depending on the apps opened.

Project Member Reported by sammiequon@chromium.org, May 18 2017

Issue description

See attached screenshots. This looks especially bad if we use a app like the calculator app. Seems like items have a fixed height and then their width is based off their aspect ratio. Even a bit more common apps like file explorer and hangouts app have slightly more/less width than the browser. Its not that noticeable unless those are directly under/above each other, but the calculator app is the best way to reproduce this.

This was intentional when they implemented overview. However, we are proposing the previews to have the aspect ratio of the drawable area
See mocks that show two different states (landscape drawable area vs portrait): https://docs.google.com/presentation/d/12mSXMdA_sHF_D57CSvSNCr-EI1ZFALLkHFPsrkhFaVQ/edit#slide=id.g21b4c071a9_0_86
