Not able to pull a certificate through verified access certificate enrollment process. Just spins

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9554.4.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3100.0 Safari/537.36
Platform: 9554.4.0 (Official Build) dev-channel cave

Steps to reproduce the problem:
1. move to dev channel
2. open certificate enrollment extension
3. put in credentials
4. watch it spin

What is the expected behavior?
it should verify device, verify user, then pull down a certificate

What went wrong?
just spins

Did this work before? Yes 59

Chrome version: 60.0.3100.0  Channel: dev
OS Version: 9554.4.0
Flash Version: 26.0.0.102 

still works in beta and stable channels
