Report an Issue Screen scrolls up, when User enters text in another app while in Multitask mode

Steps to reproduce:
1. Launch Google Chrome
2. Navigate to any URL in Chrome app
3. Swipe on the right side from right to left for multiple window
4. Now open the Firefox 
5. In Chrome app, Tap on Menu> Settings> Report an issue
6. In Firefox, Type any text to Search & hit search
 
  
Observed results: 
Report an Issue Screen screen goes up, when User enters text in another app while in Multitask mode 
 
Expected results: 
Report an Issue Screen screen should not go up, when User enters text in another app while in Multitask mode 
 
Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: Not tested
Bug reproducible on Dolphin/Safari/Atomic: Dolphin: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): M58 Yes

Interesting, something with how this view controller responds to keyboard events.

I can take a look but I don't believe this is something to focus on in the current milestone (only iPad, only while multitasking, only when filling out a feedback report, recoverable, no data loss).
