links for retried jobs should link to the failing instance, not the passing instance.

The HWTest stage links out to a bunch of tests with text similar to 
[Test-Logs]: cheets_CTS_N.CtsAccountManagerTestCases: retry_count: 1, GOOD: completed successfully

If you follow this link, you end up at the logs of the passing retry, which is useless, because you're almost certainly interested in the logs of the failing initial attempt.

(-> nxia as a random autotest-related bug; you'll find the code that generates these links in autotest, in site_utils/run_suite.py)

I'd stay this is still useful.  Unclear of overall priority though.
