Tested the issue on Mac os 10.12.4 using chrome M58 #58.0.3029.110 and issue is not reproduced with the following steps :

1. launched chrome and signed into it and pressed cmd+q to quit the browser.
2. Relaunched the chrome and observed that my login was saved and browser didn't ask for signin .

Attached screencast for reference.

@kevinleedev-- Could you please check attached screencast and confirm us if we had missed any steps in reproducing the issue and also please try chrome re-install and try with fresh profile and update us with your observations.

Sorry!Maybe I forget about something,at the beginning, the chrome installed in mac was v55...,then I upgrade the version to v58 in my windows,so the version in those two operation systems was different. After that,I open chrome in my mac,it reminded me that I had logined the latest version of chrome and something wrong with synchronizing account in different version of chromes. Then I uninstall the chrome in mac and reinstall the latest version, the problems occured as the pics shown.
