Disable status bar theme colors for Chrome Home

Issue descriptionSteps to reproduce the problem: along the lines of bug 718932 , the status bar can still change theme color and this is inconsistent, distracting and it doesn't improve the experience. It no longer makes sense to allow the status bar to change theme color now that the toolbar is at the bottom (now with theme colors disabled). example website https://www.cnet.com/news What is the expected behavior? Tested the issue on Latest Stable# 61.0.3163.98 / 62.0.3202.73 and Chrome Canary# 64.0.3250.0 using Pixel (Android 8.0.0 / OPR1 170623.027) and Pixel XL (Android 7.1.2 / N2G48E) and could not reproduce the issue. Navigated to cnet.com, facebook.com and could see the color change at the top, but the address bar is having only one color. @billdillensrevenge -- Could you please re-check on latest versions provided and update the latest behavior. Just to be clear, this bug IS about the color change at the top, and I'm still seeing it in the latest Canary. The status bar changing color is just a distraction and doesn't improve the user experience at all
