Disabling First Run Bookmark Import prevents all future bookmark imports

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce the problem: 1. Set GPO "Import bookmarks from default browser on first run" to Disabled, gpupdate 2. Start the "Import Bookmarks and Settings" Wizard 3. Bookmarks is disabled by Enterprise Policy, other fields available, on all browsers What is the expected behavior? Setting the deployment to not import or give an option on first run does not mean we don't want the users to ever be able to...just don't want them prompted on first run. What went wrong? If I change this to Not Configured and gpupdate, immediately can import bookmarks. Did this work before? N/A Chrome version: 58.0.3029.110 Channel: stable OS Version: 6.3 Flash Version: There should be two separate policies - one for first run, and one to prevent it anytime.

Tested this issue on Windows 10 with chrome #58.0.3029.110 These are the steps followed. 1. In the server, disabled Group Policy "Import bookmarks from default browser on first run" 2. In the client machine, ran gpupdate /force in console and launched chrome browser. Observation 1: --------------- From chrome://settings, click on "Import bookmarks and settings", select "Bookmarks HTML File" Observed "Choose File" button is not active, hence unable to import bookmark file. Observation 2: -------------- 1. Click on 3 dot wrench Menu -> BookMarks -> Bookmark Manager. 2. Click on "Organize" dropdown menu -> Import bookmarks HTML file Observed, able to import the html file and bookmarks are reflected in the chrome browser. This was also duscussed here: https://productforums.google.com/forum/#!topic/chrome-admins/1bdHSEYVgCY;context-place=forum/chrome-admins There I suggested: Since you don't want to forbid users from doing this only want to set initial behavior you can do one of two things - use the master_preferences file to set the import_bookmarks property to false initially, or the better way - set the policy ImportBookmarks as a recommended policy instead of enforced one. This way the UI will be available for the user but your preferred value will be the default. Isn't this viable enough solution for this problem?
