Regression: Unnecessary Bluetooth overlay is seen on clicking Bluetooth settings icon in Ubertray.

Chrome Version: 58.0.3029.140/9334.72.0 Stable-channel Candy,Daisy & Minnie
OS: Chrome OS

What steps will reproduce the problem?
(1)Launch chrome >> Go to Bluetooth section in Uber tray 
(2)Click on settings icon and Observe.

Expected: On clicking on settings icon it should navigate to Bluetooth section in chrome://md-settings and stop.(Please refer expected video)
Actual: Instead,Bluetooth overlay gets opened.(Please refer actual video)

This is regression issue as it is working fine in 57.0.2987.146/9202.64.0 Stable channel Candy.

Note: Issue is also seen in latest M60-60.0.3100.0

Why exactly is the new behavior unexpected? Before we didn't have a subpage so it just scrolled to the main page section. Now that we have a subpage, it seems like that is the best place to direct the user?

Tom, can you confirm whether the current behavior is as expected?

New behavior is intentional. The subpage is a superset of what's available at the top-level, so it's more useful.
