Non-Regression : 'Show accessibility options in the System menu' option is still seen disabled in chrome://md-settings even on enabling any Accessibility Features

Issue description

Chrome Version: 58.0.3029.140/9334.72.0 Stable-channel Candy,Daisy & Minnie
OS: Chrome

What steps will reproduce the problem?
(1)Sign into user -> Go to chrome://md-settings and scroll down to 'Accessibility' section 
(2)Now Disable 'Show accessibility options in the System menu' option -> Now click on Uber Tray and observe 'Accessibility' option is not seen
(3)Go to chrome://md-settings/manageAccessibility page and enable any option For Ex: 'Enable ChromeVox(spoken feedback)' option 
(4)Now observe 'Accessibility' option is seen in Uber Tray and whereas 'Show accessibility options in the System menu' option is still seen disabled in chrome://settings page under 'Accessibility' section(Please refer video and screenshot)

Expected: 'Show accessibility options in the System menu' option should be enabled after enabling any Accessibility Features

Actual: Instead 'Show accessibility options in the System menu' option is seen disabled

This is Non-Regression issue seen from M-57

@stevenjb : Please confirm the Issue

Note: Issue is seen in Latest M-60 also

Interesting. This was true before MD Settings as well and appears to be by design.

Tom/Alan, thoughts here? Should we force the toggle 'on' (i.e. disable the control) when any of the accessibility features are enabled, or change the Status Area to respect the toggle?

(Or just leave this as-is?)

We should change the string in Settings to read "Always show accessibility options in the system menu".

The behavior overall is WAI -- if any a11y setting is enabled, the menu should be shown. Users can also use the toggle to have it permanently available in case they need to quickly switch a11y settings on/off, eg. high-contrast mode is only needed for some pages.
