"git cl upload" should create a CL in WIP

According to https://bugs.chromium.org/p/gerrit/issues/detail?id=4489 Gerrit supports WIP state of a CL. 
So it will be nice if "git cl upload" created a new CL in WIP state.

Yep! The UI isn't quite there yet (still working out some details about button placement, display in the dashboard, and emails) so we haven't switched over yet. But we will!
