Regression: [DevTools] When capturing coverage "Recoding" message seen missing

Chrome Version: 60.0.3103.0
OS: Ubuntu 14.04, Win7

What steps will reproduce the problem?
(1)Launch Chrome and Navigate to Google chrome Help page(F1), open DevTools and go to 'Coverage' section.
(2)Click on the capture button

Expected 
"Recording..." message should be seen while capturing

Actual
"Recording..." message seen missing while capturing 

This is regression issue broken in 'M-60'
