Issue descriptionChrome Version: 60.0.3103.0 (Official Build) (cohort: Stable) 0d2b07cab5a9dfb8429b42ae5b8ccdfac5d56fd7-refs/heads/master@{#472587}(32/64-bit). OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.1, 10.12). Steps to reproduce: 1. Launch chrome, go to chrome://downloads, resize the window, drag Horizontal Scroll to RHS. 2. Click on Search Iron-icon. 3. Observe. Actual Result: Page does not auto-scroll towards LHS. Expected Result: Page should auto-scroll. This is Regression issue broken in M-54, will soon update other info Manual Bisect: Good Build: 54.0.2838.0 Bad Build: 54.0.2839.0

I'm no longer working on Chrome, and unlikely to fix any bug I'm currently assigned. So this bug doesn't languish, I'm unassigning myself.

Removing Blink>Scroll as this doesn't look like a Blink bug and marking as untriaged so someone from Download UI can triage.
