Regression: [DevTools] Unable to keep focus on 'Perform an audit' button under 'Audits' section.

Issue description

Chrome Version: 60.0.3103.0 (Official Build) (64-bit) 0d2b07cab5a9dfb8429b42ae5b8ccdfac5d56fd7-refs/heads/master@{#472587} 32/64-bit.
OS: Windows (7,8,10), Mac (10.11.6, 10.12.3), Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, open DevTools and go to 'Audits' section.
2. Now, try to keep focus on 'Perform an audit' button using 'Tab' key and observe.

Unable to keep focus on 'Perform an audit' button using 'Tab' key.
Should be able to keep focus on 'Perform an audit' button 'Tab' key.

This is a regression issue, broken in M-60 series, below is manual regression range.

Good build: 60.0.3101.0
Bad build: 60.0.3102.0
