Move PopupZoomer from content/ to ui/

PopupZoomer (aka Disambiguation popup) is a UI widget that doesn't have to reside in content/. Moving it to ui/ (org.chromium.ui.widget?) can help make content layer slim, and eliminate another RWHVA -> ContenteViewCore reference that violates layering hierarchy.

Maybe still needs owning by ContentViewCore to manage its lifetime.

I've got this tracked for potential removal at http://crbug.com/704323.  Not necessarily worth the time to move it around if we can just remove it.
