Removed Swarm Bots Still Listed: cros-swarm0-c2, cros-swarm1-c2

Issue description

The two dead bots were renamed to the two bots that exist now, but the old bots are still listed in the swarming UI. Will they be there forever? Can they be cleaned up without hurting anything?

Bots that are not polling anymore are listed as dead. There is intentionally no mechanism to clean them up automatically*. You can visit each bot's page and click the Delete button that shows up for dead bot.

*except for Machine Provider managed VMs, which is another story
This are not Machine Provider managed, and I don't see a delete button. Maybe it's inside "Show More Tasks" which is greyed out.

Status: Fixed (was: Untriaged)
You don't see the button IIF you are not an admin, which is what I wanted to confirm implicitly. This is not related to MP. Done.
