Picture tag media queries not executing when using device toolbar

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1. Load the attached HTML file in Chrome.
2. Enable the device toolbar in responsive mode.
3. Scale the pseudo browser up and down.

What is the expected behavior?
The media queries of the picture tag should execute and the image displayed should change according to the relevant media query.

What went wrong?
The queries do not execute when using the device toolbar mode in the dev tools. They do execute if you manually shrink the whole browser up and down.

Thanks for the report.

For the width of your webpage to let the browser know it should use the device's width, please try adding this to your HTML:
`<meta name="viewport" content="width=device-width">`
Yea, that seems to solve the problem. I added `<meta name="viewport" content="width=device-width, initial-scale=1">`, which is what we use for most of our sites and it the device toolbar does respond correctly with that in place. If that's the intent that the device toolbar doesn't scale correctly without that meta tag in place, then this can be closed. Thanks.
