Contextual Search should use the unified language model

Our code compiles a list of the languages the user knows how to read.  It sounds like your team is building a model that would probably work better than this code that we've built ourselves.

Can you give me a link to the design doc or the code? We want to get the list of languages that the user is familiar with. (More details in issue 644909)
