Commit browser_state prefs when application enters background.

The ApplicationContextImpl class for iOS Chrome in //ios/chrome/browser commits PrefService pending writes upon OnAppEnterBackground. It would be ideal to do the same here, but would require maintaining a list of browser_states (and listening for UIApplicationDidEnterBackground).
