The Java-JavaScript test framework was originally written expecting only to be used for WebVR tests. Now that it's being used for other VR testing that doesn't necessarily use WebVR, e.g. VR Shell navigation tests, some of the assumptions made during its creation are requiring workarounds, such as including testharness.js even when its functionality isn't needed.

The framework should be refactored to better accommodate non-WebVR testing while keeping existing functionality for WebVR tests.
