beforeinstallprompt doesn't fire

Issue description

Mobile Simulator:
Chrome Version       : 53.0.2785.135
Android Version      : 7.1.1

Steps to reproduce:
1. Add manifest.json to root folder
2. Add service-worker to root folder
3. Register service worker inside index.html
4. Launch app from mobile device, then close it and launch again

Expected result:
"Add to home screen banner should be shown"

What happens instead of that?
I see no banner.
I use "Add to home screen" button from dev tools and it works correctly.
Also I attached a report file from Lighthouse

roma9209: Would you be able to test on an Chrome 60? Did this work before Chrome 53?

The banner will only show up if you interact with the site for some amount of time. We don't just show the banner; the user needs to show some amount of interest on your page (scrolling around, tapping around, etc.) before the banner is displayed.
Status: WontFix (was: Unconfirmed)
Reporter: I'm going to close this as WontFix for now. Please reopen if you're unable to get the banner to show after interacting with the site for a little while (and it hasn't previously been shown)
