Master Preferences not working

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:
1. Silent Install of 64bit Google MSI
2. Copied Master preference file from my location into C:\Program Files (x86)\Google\Chrome\Application\
3. Started Chome

What is the expected behavior?
Expected behavior was hoping for some of the preferences to work, home page most of all. None work.

What went wrong?
No idea. Attaching master-prefences

Did this work before? N/A 

Chrome version: 58.0.3029.110  Channel: n/a
OS Version: 10.0
Flash Version: 

Fresh VM Windows 10. Reloading snapshots for testing

I believe this isn't expected to work - for instance, due to some protection against prefs tampering by malware.
What is the use case you are trying to build?

Sorry, please disregard above - just realized that you meant the template file for the preferences, not the preferences file itself.

ligimole@: Could we arrange testing whether this issue is reproducible on our side?

The attached master_preference file is not working.Tested with chrome 56, 57 and 58, able to launch chrome but none of the preferences mentioned in the file is not being applied.

This looks almost similar to  Issue 715052 . Looping to Gab for further inputs.

Well I feel mighty stupid, just copied the config file from the chromium help and it worked with changes, and verifying the json
