UKM should record the time spent on a page

Issue description

We should report the time spent on a page. Time spent should certainly include time the browser is in the foreground and the screen is on. We should probably not count time while the browser or the tab is backgrounded or the screen is off.

We have PageTiming.ForegroundDuration which should cover this. It only counts time from initial nav to first background (or until page is closed). So if the page is fg/bg/fg for example, it won't count the subsequent fg time after the first bg.
I agree with bmcquade on this one. A lot of the value of measuring this is lost once the user backgrounds the tab. I can add total time the tab is on the page *or* add tracking for total time the tab is foregrounded if we want either of those.

bengr, can I get clarification if adding one of those is necessary?
