PDF extension touch handler test is flakey

The PDFExtension.TouchHandling testLongPressSelectsText is flakey. It runs locally on Win, Mac, Linux and ChromeOS run on Linux but fails on various bots.

We should investigate why some waterfall bots fail this test (it passes successfully on the trybots).
