Webview content is not rendering properly for app build with targetSDK 19

Descrption of the problem:

Create sample webview android application. Run on devices with latest Android System Webview, currently it is 58 version. 
If set target sdk 19 and load http://interaktiv.tagesanzeiger.ch/2017/eisige-tiefen/?nosome big part of webpage will not being displaying properly 
If changed targteSdk to 21 all is wokring fine

For previous versions of the Chromium inline video was not played but webpage content rendered fine. 
Could you describe that could be reason of the issue?

Status: WontFix (was: Unconfirmed)
It seemed that this isn't a regression, if so, this is WAI, we have different logical based on app's targetSDK version.
