CQ can't tell why it aborts processing CLs if Rietveld issue has too long title (>100chars)

Issue description

It looks like committing https://codereview.webrtc.org/2892453003/ is not working. It might be affecting other CLs as well.
 
The problem is the length of the title of the CL. CQ actually posts the message, but Rietveld silently ignores it.

What could be fixed is revert logic in Rietveld to automatically truncuate long titles.
