What steps will reproduce the problem?
(1)Launch chrome and open devtools in any page
(2)Go to Request Blocking from Customize and control Devtools
(3)Add a pattern and save it. Click on edit and observe the save button


Expected: Save button should be seen enabled while editing

Actual: Save button is seen disabled while editing

NOTE:In other places like blackboxing /devices, save button is seen enabled while editing.
