Regression: [DevTools]Nothing is happened after clicking on 'Cut' option in 'Edit as HTML' overaly .

Chrome Version: 59.0.3071.61 Revision c1eefdc7467469d105724cf083c929496a774919-refs/branch-heads/3071@{#595}
OS:Windows (7,8,10),Linux(14.04 LTS) and Mac(10.11.6, 10.12.3)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and navigate to 'Element' section.
(2) Right click on any element and select 'Edit as HTML' option.
(3) Press Ctrl+A to select all text,right click on text and select 'Cut' option, observe. 

Actual: Nothing is happened after clicking on 'Cut' option.

Expected: 'Cut' option should be work as intended.

This is a regression issue, broken in 'M-54', will soon update the bisect info:
