Regression: Unnecessary movement of Change Picture overlay is seen while taking photo with zoom level is 150%

Issue description

Chrome Version:  59.0.3071.57/9460.42.0 Beta channel Daisy,Candy,Peppy
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign in to chrome >> Go to Chrome://md-settings/changePicture page
(2)Set zoom level to 150% using Ctrl++ >> Click on camera icon
(3)Now click on Take photo icon in preview present at R.H.S and Observe (Please refer video)

Expected: No such unnecessary movement of change picture overlay should be seen.
Actual: Instead,Unnecessary movement of change picture overlay is seen.

This is regression issue as it is working fine in 58.0.3029.89/9334.58.0 stable channel Candy.

Note: Issue is also seen in Latest M60(60.0.3100.0) build.

The jump occurs when the photo is inserted into the list of available images (which is partially off screen at that zoom level).

I'm not sure why the page is re-centering, but it seems like a very minor artifact to me. Reducing priority accordingly.
