OS : Windows (7,8,10), Mac (10.11.6, 10.12.3), Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and open devtools on NTP.
2. Navigate to 'Applications' tab and observe.

Actual : By default 'Application' section appears blank, since default focus is not seen on 'Manifest' option.

Expected : By default 'Application' section should not appear blank and initially default focus should be on 'Manifest'.

This is a regression issue broken in ‘M-60’, below is the Manual Regression range and Narrow Bisect info.
Good build : 60.0.3100.0
Bad build : 60.0.3101.0
