cannot download files from Chrome for about a week

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Try searching for 'copper transport south west england'
2. Then right click to 'save as'
3. download option to Windows Documents file appears as normal
4. When 'Save' is clicked, Download box appears at bottom of screen reading 'Copper.pdf - Failed - Virus scan failed'

What is the expected behavior?
I would be able to access the downloaded file. Now - since I downloaded 3 Google updates between roughly 8th and 11th of May 2017 - no downloads are possible. I cannot download any malware programs such as AdAware.

What went wrong?
This fault mimics the fault reported on Chrome between 203 and 2016- I have tried all the fixes mentiones and none works.
My anti-virus protection is Norton. Windows Defender is switched off. Norton is reporting no problems.

Chrome version: 58.0.3029.110  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

I believe that the problem is a bug from the Google updates downloaded last week. They claimed to be from Google.Inc.
Is that your normal signage for your company  I am not downloading any more updates from your Company.

Tested in chrome # 58.0.3029.110 and Canary #60.0.3102.0 on win 7 and not able to reproduce the issue.Able to download the file without any errors.Please find the screen cast for your reference.

@Reporter: Could you please let me know if i have missed anything and if possible,Please create new profile without extensions and apps.Re-check once and let us know the observations of the issue which would help us to triage the issue further.
