Add monarch/viceroy data to measure time required for starting the container for a server side job. This will give us a clearer picture of upcoming improvements.

David/Aviv, can you please point Ben for instructions on how to instrument this? (The code in question runs outside of the container, so should be easier?) I think we may even want to plot this on viceroy, as it sort of is standard server step and a slowdown here should alert us to bottlenecks.
