Non-regression: Overlapping is seen and overlay shifts upwards when devtools docked to bottom

Issue description

Chrome Version : 60.0.3102.0
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and open devtools on any page >> Dock to bottom and observe Perform an audit button
(2)Now  drag devtools to bottom , click on "+" new audit so that overlay opens
(3)Now hit tab until you reach Run audit button and observe

Expected: No overlapping should be seen when docked to bottom 
Actual: 
  1:Instead Overlapping of text and buttons is seen 
  3: Overlay shifts upwards and Run audit and cancel buttons are seen out of overlay.

Raising this as non-regression issue as new ui is seen from 60.0.3102.0

Issue is seen on Mac OS 10.12.4 on chrome version 60.0.3102.0 as well.
