Regression: 'Run audit' button is not disabled after unchecking all the options of 'Perform an audit'

Issue description

Chrome Version : 60.0.3102.0 (Official Build) 1b9cbad892fea821579566528be23955f159555c-refs/heads/master@{#472262} 32/64 bit
OS : Windows (7,8,10),Linux(14.04 LTS) and Mac(10.11.6, 10.12.3).

Steps:
1. Launch Chrome, open devtools on NTP and go to Audit section
2. Click on 'Perform an audit' then uncheck all the options and observe

Actual: 'Run audit' button is not disabled after unchecking all the options of 'Perform an audit' overlay

Expected: 'Run audit' button should be disabled after unchecking all the options of 'Perform an audit' overlay

This is a regression issue broken in ‘M-60’, below is the Manual Regression range and will soon update other info.

Good build : 60.0.3101.0
Bad build : 60.0.3102.0
