Regression: Devtools window does not get killed after typing chrome://kill in omnibox in Audit section

Issue description

Chrome Version : 60.0.3102.0 (Official Build) 1b9cbad892fea821579566528be23955f159555c-refs/heads/master@{#472262} 32/64 bit
OS : Windows (7,8,10),Linux(14.04 LTS) and Mac(10.11.6, 10.12.3).

Steps:
1. Launch Chrome, open devtools on NTP and go to Audit section
2. Click on 'Perform an audit' then 'Run audit' button and type chrome://kill in omnibox
3. Observe

Actual: Devtools window does not get killed after typing chrome://kill in omnibox

Expected:  Devtools window should get killed after typing chrome://kill in omnibox

This is a regression issue broken in ‘M-60’, below is the Manual Regression range and will soon update other info.

Good build : 60.0.3101.0
Bad build : 60.0.3102.0

chrome://kill is not a production scenario, but navigating from the page corrupts the lighthouse run.

Tested the issue on Win-10, Mac 10.12.4 and Ubuntu 14.04 using chrome dev version #60.0.3107.4.

Following are the steps followed to test the issue.
------------
1. Launched Chrome, opened devtools on NTP and navigated to Audit section.
2. Clicked on 'Perform an audit' then 'Run audit' button and typed chrome://kill in the omnibox.
3. Observed that devtools window did not get killed after typing chrome://kill in omnibox and even after clicking the cancel button.

Attached a screen cast for reference.

phulce@ - Could you please verify the screen cast and please confirm the fix and expected behavior.
